In October, 35 states submitted applications to the Race to the Top – Early Learning Challenge (RTT-ELC) grant competition. A joint initiative supported by the Departments of Education and Health and Human Services, RTT-ELC is a $500 million grant initiative that aims to eradicate the school readiness gap between low-income children and their peers by improving and providing access to high-quality early-childhood learning programs.
